Chairman: Dr. Tomio Goto, Nagoya Institute of Technology, Japan

Tomio Goto received his B.S., M.S., and Ph.D. degrees in Computer Science and Engineering from Nagoya Institute of Technology, Japan, in 1997, 1999, and 2007, respectively. He was an assistant professor with the Department of Computer Science and Engineering, Nagoya Institute of Technology, Japan. He is currently an associate professor with the Department of Computer Science, Nagoya Institute of Technology. He was a visiting fellow at University of California, San Diego (UCSD) in 2010, and a visiting professor at University of Wollongong (UOW) from 2018 to 2019. His research interests include coding of images, non-linear filtering, noise reduction, and super-resolution, as well as most other applications of digital image processing. He is a senior member of the IEEE.

Chairman: Dr. Pingguo Huang, Gifu Shotoku Gakuen University, Japan

Pingguo Huang received the M.E. and Ph. D degree from Nagoya Institute of Technology, Nagoya, Japan, in 2010 and 2013, respectively. From 2013 to 2017, he served as an Assistant Professor in Tokyo University of Science. Currently, he is an associate professor in Gifu Shotoku Gakuen University. His research interests include QoS (Quality of Service) control and QoE (Quality of Experience) assessment in networked multimedia. He is a member of IEEE, IEICE and IEEJ.
